It's such a simple thing, I think people just get confused by the language used to describe it. The moon does rotate, but it's period of rotation is the same as it's orbital period around the earth. That is why it always keeps the same face towards us. I couldn't understand how it could so perfectly keep the same face towards the earth. It was explained to me about a year ago that it is tidal forces that 'lock' the near side of the moon towards the earth, and this took several eons to accomplish. In fact, eventually (billions of years) the earth's rotation will slow down enough so that the earth will also keep one face toward the moon. Our days will then be perhaps 28 days long! This is also due to tidal forces between the earth and moon.
