I believe you're correct in your views regarding whistle-blowers. While they may want to come forth, they still gotta eat! And that's a pretty strong incentive to zip one's lip whether the threat is real or perceived. Oddly, this same friend's father once worked for NASA as a tracker during various missions. He claims that during the first moon mission he personally tracked 'unknowns' following the spacecraft all the way from the earth to the moon and back again. Another tantalizing, unverifiable story. And I've already asked; the answer was the same. In Galveston County, Texas, where I live, I interviewed a couple of witnesses to a large sighting here a couple of years ago. According to the reporter who filed the story, approximately 60 people saw UFOs 'dancing' around a NOAA weather station here. The reporter called these witnesses who then called me. They didn't want anyone else to have their phone numbers. One witness who had given the bulk of the information to the reporter wouldn't speak with me at all. Neither of the witnesses (both women) would give me their names but recounted the incident and another besides that involved a cigar- shaped UFO dipping into the waters of Galveston Bay. But no personal information. The fear is palpable. Whether it's justified or not is another matter and probably doesn't matter in the end. The net effect is the same. I've spoken with many folks who have had anomalous experiences. Those who share them seem glad to do so. If you ask them if they'd be willing to go public, well, that's another story.
