Steve,

Either you are misinterpreting Neil's post or I am.  I thought
he was talking about trying to get a copy of the _telegram_ via
FOIA, not a copy of the negative.  Even the best copy negative
would have less information than the original, even in its
present state.  But if the telegram was filed after the event, a
copy of it may well exist in some file.
