Larry, Josh:

Nowadays, even common military radio communications requiring
secrecy is digital and employs fast (many times a second)
frequency-changing techniques which make interception very
difficult, even though the messages may be "uncoded", in a
traditional way.  Add to this the fact that hypothetical ETs
would be unlikely to use any Earth-based language and they would
not be limited to certain "Internationally agreed-upon" military
frequencies.  Such a system, if cleverly designed, with fast
computer logic might be able to remain unknown, and yet use
things like radio.
