Ambiguous Roswell Document?

I'm reading Jim Marrs' 'Alien Agenda'. In the obligatory
chapter about Roswell, he cites a memo (supposedly drafted by
Gen. Schulgen, if I remember correctly) that goes to great
lengths to emphasize that the AF wished a saucer would crash,

Schulgen (?) goes on to report characteristics expected from
UFOs, including construction materials such as foils, plastics,
and balsa wood (!).

Is this memo for real or a doctored version of a real one? Or
has Marrs simply taken quotes out of context? If the memo's
author actually wrote the bit about foils, plastics and balsa,
then it's pretty obvious he had inside knowledge of whatever
happened at Roswell.

What gives?
