I have been travelling and have hundreds of Emails to go through.

I haven't said the secret is leaking out all over the place.
People have asked me "why are there no leaks?" I have said there
have been leaks. There have been bits and pieces put forth.
General DuBose talked about what he knew, for example. But no
transcript and no tape. Military witnesses almost never have
copies of classified reports. Mr. Salas has talked at length
about his fascinating experiences in Montana. These can be called
leaks. So far we have two intelligence documents that were TOP
SECRET. Yet, the FBI said Army and AIr Force intelligence
agencies consider the subject TOP SECRET. Where are the rest of
the TS documents. The NSA, treating us like idiots has released,
they say, 156 old UFO documents. But on almost all the pages
White Out has been used to cover more than 90% of the words. This
a leak.....

 >So, the obvious question is:

 >Which secrets can and cannot the government maintain?

 >And if your answer is "knowledge of the existence of
 >extraterrestrial life visiting this planet", then why do you say
 >that, essentially, it's not a secret!?

I have not said it is essentially not a secret. I am saying that
a great deal of US government information has been kept secret
about ETs and of course many other subjects. It is really funny
how people who should know better proclaim that statements made
in Confidential or Secret documents i.e. the Twining Memo
somehow prove the non-existence of something which was TOP
SECRET. We know about many secrets because they were finally
released such as the launch by the NRL of the first Elint
satellite in 1960... first admitted in 1995. We don't know about
those secrets which have not been released. There are leaks and
there are secrets.

 >Seriously, I'm confused...

I suggest you read what I have actually written or hear what I
have actually said..... Paraphrasing won't do.
