The good folks at SETI can speak for themselves. Their
underlying assumption is that extraplanetary aliens will be be
hindered by the same monetary and technical challenges that keep
NASA from doing anything interesting (and they're supposed to be
_aliens_!)

Of course, SETI writes off the UFO phenomenon without even a
cursory look at the evidence, as UFOs would threaten the "not in
my backyard" mentality that governs the whole project to begin
with.  And if some UFOs are cited as evidence of some sort of
ETI, the SETI geniuses invariably ask "Why don't they land on
the White House Lawn?"

If _you_ were an alien, would revealing yourself to the natives
be the first thing on _your_ mind?  Would you even recognize
political hierarchies as loci of power?  (Most of the time I
don't--and I live here!)

SETI pundits are the Christian Fundamentalists of the
exobiological world.  Their worldview is intentionally limited,
and they seem bent on inflicting their interpretation of the
universe on everyone else regardless of its glaring absence of
logic.
