The man's name was Colonel Richard Weaver - The Roswell Report:
Fact Versus Fiction In The New Mexico Desert.

He provided the fiction.

He actually was a disinformation specialist who had no qualms
about lying about many things. He tried to tabloidise the story
making it appear that Major Marcel had contacted the National
Enquirer which told the story in 1978.

In fact the story appeared in 1980 after I had given contact
Information to Bob Pratt (The NE Liaison with the scientist
panel) about Jesse... after Bill Moore and I had located 62
witnesses and the first book, The Roswell Incident, was

He lied a number of times including leaving out a portion of an
FBI memo that totally reversed the meaning. He also made false
statements about the MJ-12 Documents. There are more details in
