Col. Weaver headed up the Air Force investigation that resulted
in the pre-emptive Air Force Report on Roswell released a year
or so before the book, Roswell Report: Case Closed, was

There was a large amount of confusion with the original report.
Report Of Air Force Research Regarding The "Roswell Incident"
was an Executive Summary written by Col Weaver in 1994. It was
released at the Pentagon and large folders of supporting
documents were shown for several days in support of it, but they
weren't organized or available for release.

About a year later, James McAndrews authored Roswell Report:
Case Closed, which greatly expanded on the Executive Summary
and included the "Crash Test Dummy" solution. As we know, the
media laughed about as hard as UFO Researchers did.

But both men were involved in the Air Force effort, and
McAndrews was the researcher that had contacted Bob and
apparently used disinformation in an effort to get him to open
up. Bob couldn't recall his name at first (since this was about
a decade ago), and I had to go to Google and search for the
Report to remind me of it.
