Not clear to me at all.

First, not all ET races are not necessarily interstellar space
farers.  They would be at different stages in that regard and
some may be ruled by skeptibunkers preventing deep space
exploration programs, or, they simply can't afford it.

Secondly, the 'in-between' situtation may be that there actually
is an intergalactic federation of space-faring races, the rules
for which strictly limit missions.
