Not surprising that one can get 'old paper'. This old paper was,
however, folded and creased and stayed folded for some period of
time - long enough for the surfaces to yellow very slightly in
varying amounts and then long enough in a stack, or under
pressure, to flatten the creases.

Then there is the red line through the security marking. This
has nothing to do with old paper. It would require the hoaxer to
know how declassification was indicated.
