I must add a few more details here. The slant red mark is done
by pencil and doesn't show as red on a Xerox copy. It was only
while looking at original documents at the Eisenhower Library
and finding similar slant red pencil marks that I asked an
archivist what they meant. I had spent many hours at archives
without paying any attention. We also have the Watermark on the
memo. The company  - Fox Paper - made that onionskin in bid lots
only, not for stationery stores. The government boughtlarge
quantities of it.

The peculiar classification of TOP SECRET RESTRICTED  was
attacked by many as inappropriate. However, the GAO, noted, as
described in TOP SECRET/MAJIC, that they had found  a number of
documents using that classification. Phil Klass challenged the
PICA type.He paid me $1000. for proving him wrong. Bob Todd
turned up a memo showing that Cutler was out of the country on
July 14,1954,long after the memo was found. How did a hoaxer
know not to put a signature on the memo? It took me 2 years to
obtain a declassified copy of a memo from James Lay, NSC
Executive Secretary, to Cutler while he was overseas,proving
that Lay was indeed taking care of things for Cutler while he
was gone.

Someone who worked for Truman the whole time he was in the White
House told me that Cutler and Lay sat next to each other at NSC
meeting, got copies of each other's memos, and, of course Lay
would have notified Twining, in Cutler's absence, of the slight
change of plans. Lay spoke with Ike at 4:30 after meeting with
him earlier. There are more details in TOP SECRET/MAJIC, 2nd
Edition, about the EBD, TF, CT memos and some definitely false
MJ-12 documents.
