Details of the 'red rain' of Kerala, India are at:

It would be good to have such a lab analysis of the stuff
falling in Siberia for comparison. However, from the description
given, it does not appear to be the same material or anything
like it. In fact, it seems more likely to be industrial waste
from high factory chimneys. Many factories in Russia have no
chimney filters. More likely an oil refinery is to blame for
this environmental pollution.
