I was puzzled by this initially but showed it to a friend who
works in aviation and I now believe these lights are probably
landing lights of inbound aircraft queueing many miles distant,
thus appearing to move only very slowly. FYI his opinion below:


"I'm virtually certain - and I mean 99% - that these lights are
from the ever changing procession of aircraft turning off base
leg onto finals, and then flying down the 3-degree glide-slope
towards the runway. I've seen this effect hundreds and hundreds
of times at Gatwick and Heathrow. It can look weird; although
you'll generally see four aircraft (max) at any one time
actually established on the ILS and making their way down the
slope, you'll also see others joining the queue at the top of
the slope, and they'll be traversing from right to left or left
to right (off base leg) before turning. In other words the kind
of effect we see here.

"The fact you're not seeing nav lights or strobes is exactly
what you'd expect; the aircraft turning onto the runway heading
off base leg are MILES away, and they're turning on their
landing lights....so any other lights are lost in the glare."
