Some time ago Peter Davenport of NUFORC gave me an airline pilot
report of one side of a conversation with USAF aircraft over
Edwards AFB with the tower. The traffic involved an attempt to
intercept a UFO over the base.

The pilot reported the information to his company on a reporting
form. He didn't want his name used as it might impact his
career.

Pilots, I've interviewed tell me that if they reported a UFO,
they might be subjected to a flight physical, and considered for
grounding, so it was best to be quiet about it.

Using the report that Peter provided I set about to FOIA
Edwards. I called the info office on the base to find the
address for the FOIA office. Interestingly enough the Sergeant
who answered the telephone was all primed on FOIA. I didn't say
what I wanted to FOIA, but this guy ran down all the reasons
that a FOIA would not work and all the ways the FOIA officer
could avoid answering my request. Interesting.

I submitted the request to the base requesting any info on said
incident, including after landing debriefings, tower logs, etc.,
etc.

I got a negative answer. However, at the time a Project 1947
member was a contractor at Edwards. He went to the tower and
engaged the operators in conversation. At first they were wary
of him, but after awhile they allowed that something had
happened. They said that the supervisor asked if anyone wanted
to make an entry in the tower log. Nobody did. They showed him
the log for that day. No entry.

Later several knowledgeable FOIA old hands suggested a number of
other requests that should have been submitted. There are ways
to avoid answering if you are not the prime entity involved in
an incident. It is good that our government is intent on evading
Freedom of Information.

Peter also provided an incident at the Bangor submarine base. In
this case, the FOIA officer was the Staff Judge Advocate. You
can image how lawyers can find ways not to answer something. "It
all depends on what the meaning of 'it' is."

One day there may be an accounting, no thanks to investigative
journalists who are not interested at all in this area, as Don
Berliner of FUFOR attempted to get some to investigate the above
with negative results. It will be interesting to see the
outcome.
