Maybe, but it was still interesting that a BBC news programme
ran a feature on RV at all. I hope it generates some serious
interest in the subject.

It was a toe in the water. The key quote is near the bottom of
page 2, where it states "It is conceivable that the trial could
be conducted in two phases: the first phase could be to recruit
and assess the individuals and to perform some Remote Viewing
(RV) tasks which are not subject sensitive. The second phase
could involve the selection of one or more individuals who it is
felt can be 'trusted' to be used for the sensitive targets". The
failure to persuade people claiming to have RV abilities to take
part suggests that the second phase wasn't undertaken at all and
that the first phase wasn't completed, despite the hope
expressed on page 94 that the novices "would act as the control
group against which experienced practitioners would subsequently
be assessed".

Incidentally, I've been challenged to justify my views that the
"sensitive targets" might have included Osama Bin Laden and
Iraqi WMD. Based on my experience, the Defence Intelligence
Staff would have regarded RV as just another potential means of
gathering intelligence, and like any intelligence-gathering
capability, the issue is how best to focus your capability on
current requirements.
