Rather strange illogic there.

As demonstrated in the recent scandal about the firing U.S.
Attorneys, a government can release vast quantities of
documents without revealing anything of real importance. And
when subpoenas are issued to get at what actually is important,
the government will fight it like hell and claim "executive
prvilege" and plead the Fifth, etc.

These periodic document dumps neither support nor conflict with
the possibility that governments don't share everything they
know about UFOs with the public. The fact that governments are
frequently caught in "misstatements" about the subject makes it
somewhat easier to sustain the idea.
