People who believe that governments lie about UFOs are unlikely
to believe that all the files _have_ been released, unless the
files tell them what they want to hear. Even if such people
believe that the officials handling the release are sincere,
they'll claim that those officials are 'out of the loop', and
that the 'real' files are elsewhere.

The classification given at the time the files were being used
is not the key factor here. Material will be considered for
release according to the provisions of the Freedom of
Information Act (and the Data Protection Act, in the case of
personal information). Material covered by the exemptions will
not be released. While highly classified documents may still
need to be withheld in whole or in part (mainly because of the
exemptions covered by Sections 23, 24, 26 and 27), sensitivities
may have changed over the years. See here for further details of
