Gamma-ray bursts were first detected in July 1967 by the Vela
series of satellites, whose function was to monitor compliance
with the nuclear test ban treaty by detecting nuclear explosions
in earth's atmosphere or in space. Their orbits (circular,
radius 125,000 km) did not afford them any useful coverage of
the far side of the moon.

Actually, such a bomb _was_ built by the Soviet Union in 1961,
although it was not tested at full yield. It was deliberately
'de-tuned' when tested to suppress radioactive fallout. Had it
been tested at the full 100 MT configuration, this single
detonation would have accounted for 25% of all nuclear weapons
fission fallout to date. See:

http://nuclearweaponarchive.org/Russia/TsarBomba.html

At approximately 27 tons, there was no danger of it being
launched anywhere, and indeed it had no strategic utility at
all.
