Gamma Ray Bursts were indeed discovered by "accident", as they
cannot be detected from Earth's surface, and their detection on
space was indeed made by space satellites looking for something
else.

But it wasn't secret soviet tests on the far side of the Moon -
to do that, you would have to have satellites obriting there.

These military satellites were looking for nuclear explosions on
Earth's surface and orbit.

As Nick has already pointed, this was indeed considered but was
never actually conducted.
