Hi Jerry - here's the Catch-22:

From empirical research - ignore those political labels -
translate to 'laid-back and 'up-tight':

we can see that 'laid-back' folk are more likely to see the
unexpected whereas 'up-tight' persons tend to see only what they
expect to.

Problem. Those 'in charge', of evidence seeking and assessment,
are going to be 'up-tight' bookkeeping types.
