Experience tells me that when a politician/bureaucrat says "no evidence" it almost always means - "I have instructed that all such evidence be kept away from my desk, and the desks of my (official) advisers". So he can 'legally' say 'There is no evidence' and if cross-questioned under oath will fall back on "I have seen no evidence - nor have my advisers". This seems to be the bottom-line: "Can we eliminate the spaceship hypothesis in any rigorous scientific manner? Logically one might think of two approaches: we must show in each and every instance ever reported that the object was not an extraterrestrial spaceship, or we must show by some sort of scientific logic that it is impossible for extraterrestrial beings to visit us." from Dr. Frank B. Salisbury of Utah State University. Neither have been done - nor is it possible at our present stage of development. And considering 'explanations', I'll go along with these caveats, as far as they go: at the First International UFO Congress in Chicago (1977), Dr J Allen Hynek said - "What I really believe about UFOs is that the phenomenon as a whole is real, but not necessarily just one thing" http://historicmysteries.com/roswell-that-ends-well/10 which is backed by - "I think that we must resist the tendency to assume that they all come from the same planet, or that they are actuated by similar motives." - UK's Air Chief Marshal Sir Hugh Dowding. And if anyone denies _all_ evidence and quotes 'Fermi's Paradox' - here's the most up-to-date response: "Searches to date of the solar system are sufficiently incomplete that we cannot rule out the possibility that nonterrestrial artifacts are present and may even be observing us," said Haqq-Misra and Kopparapu.
