The best explanation is that the clock in the satellite is in a different inertial reference frame than the physical experiment. It also seems, that most of the best explanations could have been addressed in this paper. However, if the data does eventually hold, there may be some tunneling phenomena associated with the nutrino oscilltion or if Lorentz invariance is not an exact symmetry, neutrinos may experience a loretz- violating oscillation.
