As the "father of the hydrogen bomb", Teller had unfettered access to the White House in the '80s and eagerly lobbied Reagan to build a space-based missile shield. Under the Teller senario, SDI would employ, among other things, satellite-ready X-ray laser weapons to blast incoming Soviet ICBMs. But as early as 1983, Teller was telling Reagan's science advisors the X-ray laser project was ready to enter the engineering phase. Which came as a major shock to Roy Woodruff. Woodruff headed up the X- ray program at Lawrence-Livermore and he knew the project hadn't passed =97 and might never pass =97 the theoretical hurdle.
